Another quirk of using IrpTransmogrifier vs DecodeIR is that when i copy and pasted the original learns into a new learn DecodeIR will display is as NEC2 if that would make any difference in a service remote

Well, I was curious about that, because from what I can tell, this is a service remote that you use for some special configuration purposes on projectors. You have a Toshiba rear projection TV, which isn't the same thing.

From my understanding i downloaded the file that was referenced for the ToshibaCt9908
it is the OARUSB4000 with learns but i could not convert to upgrade maybe someone else can figure out the file There also is no devices added to it so i assume the device is the learns
