Help with 2116 single/double key press

I'm having trouble getting a single/double key press to work on my 2116 with extender 3.
I've set up 2 macros to configure SAT which are bound to SAT and shift-SAT. The macros work this way.
I then set up a keymove bound to the SAT button that sets the temporary device and calls the macros - SAT on a single press and shift-SAT on a double. When I press the SAT key, nothing happens, i.e., no signal is sent. If I set up the keymove on a different button, everything works.
I have single/double key presses working on other keys and I've tried everything I can think of including renaming the macros, including the macros in the keymove (won't fit - too many steps), etc. Can a single/double key press be set up on a device button? Any thoughts on what I might be doing wrong?
Thanks,
