Hmm. I just programmed the following macro on the Power key on the unextended remote: Power; AUD; Power; TV; Power; TV. (The last TV device selection is unnecessary. That's in the macro because I was experimenting with the order of the Power commands.) After uploading this macro to the remote, it performed correctly once. After that, pressing Power only sent a Power command to the TV (the remote was in TV device mode after executing the macro). But, if I pressed CBL then Power, the intended macro performed. I'm not sure I'm reading your post correctly. Is this the behavior you saw?
So, I guess you can have a Power macro that you execute by pressing CBL then Power or by pressing Setup the Power, but not just Power, unless my remote is behaving differently from yours. That could be the case since I had all the trouble with installing and uninstalling the extender.
Note also that I only have two devices: TV an AUD. I did try putting a "dummy" CBL device into the remote and attempted to run a Power macro; viz CBL; Power; AUD; Power; TV; Power; TV, but that worked just the same as the macro with no CBL device in the remote.

I just made Macro of Power; AUD; Power; TV; Power
and it consistently works correctly so somehow there is a difference in our remotes

Download your setup and save your file so that you can return it to your setup

Thanks! I downloaded your RMIR file to see how it works in my remote. FYI, I uploaded my RMIR file with the macro on Shift-Power to illustrate what I'm working with. Here’s a link to the file: app.php/dload?file_id=27314
One thing I noticed right away with your file is that none of the devices specified on your General tab of RMIR corresponds to a device file. Am I missing something there?

It only appears that way because he hasn't labeled any of his upgrades, but the first two (CBL/0253 and CBL/1523) are both upgrades. Ok I remember my work around that makes the macro work
For the devices that you want in the Macro Edit Them and change the device type to Cable
In the device upgrade editor it is in the upper right hand corner
I have used this work around on several different models of remotes
You should examine to make sure of no keymoves but since almost all keys are available for all devices you should be able to make it work

I haven't had a chance to try your file in my remote yet, but I've uploaded another copy of my file with the macro on Shift-Power for you to have a look at. I tested yours without the shift and with importing the built in devices and changing all devices to cable the unshifted
power macro consistently worked

That sounds like an unusual hack, having to change the device modes to CBL to make unshifted power macros work, but we should try to make sure that that's well documented.

Sorry I do not have a list of remotes that I have done this on but a lot of the "Cable "
remotes are more or less dedicated to Cable
not just the power button but sometimes Vol and the digit keys as well. I thought this method of changing them to "Cable"

This odd behavior of the RCA RCRP05B remote's "POWER" button with regard to macros was noticed and described (albeit not with any extender involved) in a thread I began over 16 years ago, back when those remotes were new:
