URC 9911 IR performance

My 9911 performs nowhere near as good as the original remotes ( I'm using exactly the same location to transmit and I would say that it coveres about 10% of what the original remote can ( not in lenght but
angles )
Is this normal ?
Is it posssible that the remote is faulty ?
Programing problem ?
