I am using a URC-6131B00

When I set up a macro for the power button to do select the tv as the device, turn it on and turn to channel 3

When I use the macro shifted it works perfect.
But I do not want to use it shifted, and when I do not have it shifted it does not work. It takes a very long time and sends the channel number over and over. At first the led will stay lit for a few seconds and then it will flash rapidly. I am activating the extender. What am I doing wrong?

Your error is using the power key in a macro that you assign to the power key.
Assuming no keymoves or macros are on the shifted power key, the solution is documented in the extender documentation as "shift cloaking", which may be what you misunderstood when you tried using the macro shifted.
You want to use the macro unshifted, so the use of the power function within the macro definition must be unshifted.
You should also understand that the use of the TV key in this power macro is nesting to the TV macro (rather than executing the built-in TV function). If you have an ordinary definition for the TV macro, then this nesting is probably the right thing to do. But you should review the definition of the TV macro to make sure that nesting it inside the power macro is what you intended.
